    Shawn Packer, Principal at JPH Law  
    Shawn M. Packer is the Principal member of JPH Law Firm, a D.C. based firm focusing on the needs of employers dealing with programs and investigations administered by the Federal government. Mr. Packer comes to JPH after serving for 8 years in several roles within the Federal government. Mr. Packer worked in the Office of the Solicitor at the Department of Labor as an Attorney-Advisor to the Solicitor. During his time in the Office of Solicitor, Mr. Packer worked on a variety of legal issues but specifically focused on the immigration programs administered by the Department, to include Wage and Hour investigations in the H visa programs and working with the Office of Foreign Labor Certification on the development and issuance of new forms, regulations, and technology platforms. In 2018, Mr. Packer took on the role of Senior Counselor to the Assistant Secretary of the Employment and Training Administration at the Department of Labor. In this role, Mr. Packer advised the Department and Assistant Secretary on all policy issues regarding the Department’s foreign labor certification programs, including interactions with stakeholders and congressional offices, developing regulations, and negotiating multinational labor relations agreements with the Northern Triangle countries of Honduras, Guatemala, and El Salvador. Prior to Mr. Packer's time at the Department of Labor, he served as Special Assistant to a Board Member of the National Mediation Board, a Federal labor relations agency handling collective bargaining agreements and labor disputes between railroads, airlines, and their employees
